A Renewed Commitment to Resolve Bifurcation Issues

In a landmark move aimed at resolving the protracted issues stemming from the Andhra Pradesh Reorganisation Act of 2014, Chief Ministers N. Chandrababu Naidu of Andhra Pradesh and A. Revanth Reddy of Telangana have pledged to take decisive steps. The leaders have agreed to form two dedicated committees to address and resolve the pending bifurcation issues that have caused friction between the two states for nearly a decade.

Formation of Strategic Committees

In their first significant meeting, which lasted close to two hours, the two Chief Ministers resolved to establish two committees: one comprising ministers and the other of senior officials. These committees will develop a comprehensive roadmap to resolve the persistent issues amicably and expeditiously. The ministerial committee and the officials’ committee will have representatives from both states, ensuring balanced and effective discussions.

Identifying and Prioritizing Issues

The committees’ composition will be finalized following the exchange of information regarding the ministers and officials to be deputed. The panels will then hold detailed discussions department-wise to identify issues that can be settled at the government level and those requiring further negotiation.

“The committee of senior officials, including Chief Secretaries and other high-ranking officials, will be announced soon,” Deputy Chief Minister Mallu Bhatti Vikramarka stated. “This committee will deliberate on the issues that can be resolved at their level across the table. Any unresolved issues will be escalated to the ministerial committee.”

Escalation Protocol

Issues that remain unresolved at the official level will be forwarded to the committee of select ministers from both states. If the ministerial committee cannot finalize the modalities, the unresolved issues will be referred to the Chief Ministers for a final decision. Both Chief Ministers have agreed to reconvene as necessary to ensure timely resolution and maintain a cordial atmosphere between the states.

Historical Context and Political Will

Deputy Chief Minister Bhatti Vikramarka emphasized the historical significance of this initiative. He noted that critical issues impacting the welfare of the people of both states have remained unresolved for nearly ten years. Without directly naming the previous Telangana government, he highlighted the lack of resolution during that period and underscored the current administration’s commitment to addressing these longstanding issues.

Focused and Cordial Discussions

The discussions were focused and cordial, centered on the apportionment of assets and liabilities of various institutions listed under Schedules IX and X of the Reorganisation Act, as well as those not explicitly mentioned. The meeting, organized following Mr. Naidu’s initiative to resolve the disputes, aimed to lay the groundwork for a structured and cooperative approach to resolving the bifurcation issues.

The meeting was attended by senior officials and cabinet members from both states. Telangana’s Chief Minister Revanth Reddy, accompanied by his cabinet colleagues Mallu Bhatti Vikramarka, D. Sridhar Babu, and Ponnam Prabhakar, as well as Chief Secretary A. Santhi Kumari, extended a warm welcome to his Andhra counterpart. The discussions were held at the Mahatma Jyotirao Phule Praja Bhavan in Hyderabad, symbolizing a collaborative spirit.

Mr. Bhatti Vikramarka reiterated that while immediate resolutions were not anticipated from the initial meeting, the session successfully established a strategic roadmap for future steps. The two Chief Ministers have committed to continuous engagement to ensure that the pending issues are resolved at the earliest.

The formation of these committees marks a significant step towards addressing the bifurcation issues that have strained relations between Andhra Pradesh and Telangana.
