Against the backdrop of escalating global conflicts and regional instability, Chief of Defense Staff (CDS) General Anil Chauhan has issued a clarion call for India to bolster its self-reliance in defense manufacturing. Speaking at the Ammunition India conference, Gen. Chauhan emphasized the urgency of achieving strategic autonomy in a world marred by volatility, uncertainty, complexity, and ambiguity (VUCA).

India’s Multifaceted Security Landscape

India faces a complex array of security challenges, ranging from proxy wars in Jammu and Kashmir to prolonged border disputes with China. The recent instability in neighboring Bangladesh, with former Prime Minister Sheikh Hasina seeking asylum in India, further underscores the need for heightened vigilance and preparedness.

The Imperative of Self-Sufficiency

In a world characterized by geopolitical flux and unpredictable supply chains, Gen. Chauhan stressed the importance of indigenization in defense manufacturing. He advocated for a “womb-to-tomb” approach, encompassing the entire product cycle from design and development to manufacturing, induction, sustenance, and eventual decommissioning. This holistic strategy, he argued, is crucial for achieving true self-sufficiency and reducing reliance on foreign imports.

Global Disruptions and the Defense Industry

The ongoing conflicts in Ukraine and Gaza, coupled with other regional conflicts, have disrupted global defense supply chains, particularly for ammunition. This has created a significant gap between demand and supply, forcing many nations to rely heavily on imports. Gen. Chauhan identified this as an opportunity for the Indian defense industry, emphasizing the need for domestic manufacturers to step up and meet the growing demand.

India’s Path to Strategic Autonomy

The pursuit of Atmanirbharta (self-reliance) is central to India’s quest for strategic autonomy. Gen. Chauhan underscored that this concept extends beyond defense manufacturing and encompasses the entire spectrum of national security. By developing indigenous capabilities in critical areas such as ammunition production, India can enhance its resilience and ensure its security interests are not compromised by external dependencies.
