Transparency Triumphs: Centre Enforces Stricter Solar Component Oversight

In a decisive move to bolster transparency and accountability in India’s burgeoning solar industry, the central government has mandated that domestic solar cell and module manufacturers provide comprehensive details about their import-export activities and manufacturing facilities. This directive aims to ensure the authenticity of claims regarding indigenous solar component production and usage.

Digital Vigilance for a Sustainable Future

The new order, effective from April 2023, necessitates that manufacturers self-certify their compliance by submitting relevant data to two online portals. Subsequently, the National Institute of Solar Energy (NISE), an autonomous entity under the Ministry of New and Renewable Energy (MNRE), will meticulously scrutinize this information.

Promoting Indigenous Manufacturing and Usage

This initiative aligns with the government’s ambitious renewable energy targets, including the PM Surya Ghat Muft Bijli Yojna, which promises 300 units of free solar electricity to one crore households, contingent upon the use of domestically manufactured solar components. Other clean energy schemes similarly prioritize the utilization of India-made components. With the solar industry projected to expand exponentially to reach a capacity of 200 GW by 2030, this move aims to curtail the current reliance on imported components, predominantly from China.

ALMM: The Cornerstone of Quality Assurance

The notification complements the existing Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order, 2019. The ALMM, first introduced by the MNRE in 2019, mandates that solar module manufacturers voluntarily undergo an inspection of their manufacturing facilities by the NISE. Inclusion in the ALMM list serves as a testament to a company’s legitimacy as a solar panel manufacturer, distinguishing them from mere importers or assemblers.

Streamlining Domestic Content Requirement (DCR) Compliance

The recent amendments further emphasize the verification of DCR compliance through a dedicated digital portal. This policy, pivotal in fostering local manufacturing, has encountered enforcement hurdles due to the solar industry’s rapid growth. The new portal streamlines and enhances transparency in the DCR verification process, ensuring manufacturers adhere to these critical domestic content standards.
