India Greenlights Non-Polluting Industries: A Leap Towards Sustainable Growth

“White Category” Industries Exempted from Pollution Control Permits

In a landmark move, the Indian government has exempted industries classified as “white category” from obtaining pollution control permits. This pivotal decision aims to streamline operations for non-polluting sectors and foster sustainable industrial growth.

Liberating Non-Polluting Industries from Regulatory Burden

Industries designated as “white category” by the Central Pollution Control Board (CPCB), such as wind and solar power projects and assembly units for air coolers and bicycles, will no longer require prior permission from state pollution control boards under the Air Act, 1981, and Water Act, 1974. This exemption applies to both the “consent to establish” (CTE) and “consent to operate” (CTO) permits.

Streamlining Environmental Clearance Procedures

The Ministry of Environment, Forest and Climate Change has proposed merging the CTE permit conditions with the environmental clearance process, thereby simplifying regulatory requirements for industries that pose minimal environmental risk. This strategic move is expected to expedite project approvals and reduce administrative burdens for businesses.

Empowering Sustainable Industrial Practices

While exempted from obtaining permits, “white category” industries are still required to submit self-declarations to state pollution control boards, ensuring transparency and accountability in their operations. This approach balances environmental protection with the need for economic development, encouraging industries to adopt sustainable practices while minimizing bureaucratic hurdles.
